HEAT oven to 375°F. Combine flour, oats, brown sugar and baking soda in medium bowl. Cut in shortening with pastry blender or 2 knives until mixture resembles coarse crumbs. Measure 1 3/4 C. of mixture and set aside.
DRIZZLE water over remaining crumbs in bowl. Stir until evenly moistened. Press firmly into 13 x 9-inch baking pan to form a crust. Spread fruit spread over crust. Sprinkle evenly with reserved crumb mixture. Pat top gently.
BAKE 25 to 30 minutes or until golden brown. Cool completely in pan on wire rack.
STIR powdered sugar, milk and vanilla in a small bowl until smooth. Drizzle over top. Cut into triangles or bars.
