HEAT oven to 350°F. Coat 12 x 9-inch baking pan with no-stick cooking spray.
BEAT shortening and sugar in large bowl with electric mixer at medium speed until light and fluffy. Beat in egg and vanilla.
COMBINE flour, soda and salt in medium bowl. Add to shortening mixture and 1 Tbsp. water. Beat until blended. Stir in oats. Press half of mixture (about 3 1⁄3 cups) into prepared pan.
COMBINE chocolate, sweetened condensed milk and shortening in heavy saucepan; cook over low heat until melted and smooth. Stir in almond extract and almonds. Spread evenly over crust. Crumble remaining oat mixture over top. Press down slightly.
BAKE 35 minutes. Cool completely.
