HEAT oven to 350ºF. Coat a 13 x 9-inch baking pan lightly with flour no-stick cooking spray.
COMBINE flour, baking powder, pumpkin pie spice, baking soda and salt in medium bowl.
COMBINE pumpkin, sugar, oil, eggs, brown sugar and orange juice in bowl of electric mixer; beat at low speed until blended, scraping bowl constantly. Add flour mixture. Beat at medium speed until smooth, scraping bowl frequently. Stir in nuts and raisins. Pour into prepared pan.
BAKE 35 minutes or until center springs back when lightly touched. Cool completely.
BEAT frosting ingredients at medium speed of electric mixer until smooth. Spread frosting onto baked layer. Cut into bars.
