HEAT oven to 350°F. Spray two 9 x 5-inch loaf pans with no-stick cooking spray.
COMBINE flour, baking powder, baking soda, pumpkin pie spice and salt. Mix pumpkin, oil, sugar and eggs in bowl of electric mixer until well blended. Add dry ingredients; mix well. Stir in walnuts and raisins. Divide batter between prepared loaf pans.
BAKE 50 to 55 minutes or until toothpick inserted in center comes out clean. Cool on wire rack 15 minutes. Remove from pans; cool completely.
BLEND together powdered sugar, orange peel and orange juice. Spoon over top of cooled bread. Sprinkle with additional nuts
For muffins, coat 24 muffin C. with no-stick cooking spray. Divide batter evenly in cups. Bake at 350°F 20 to 25 minutes or until toothpick inserted in center comes out clean.
