COMBINE onion with 1 Tbsp. water in small dish. Let stand 5 minutes. Combine flour, salt, cayenne, cheddar and Parmesan cheese in medium bowl. Cut in shortening with pastry blender or 2 knives until mixture resembles coarse crumbs. Stir in onion mixture. Add water, 1 Tbsp. at a time, mixing with fork until particles are moistened and cling together. Form dough into ball.
ROLL dough on a lightly floured surface into a 2-inch diameter log. Wrap in plastic wrap and chill for one hour. Remove wrap and slice into 1/8-inch thick slices. Sprinkle lightly with salt to taste. Place slices on ungreased baking sheet.
BAKE 12 to 15 minutes or until light golden brown. Cool. Store in covered container.
